Simmons scopes are actually a subdivision of the Bushnell Corporation.  The Simmons Optics line includes rifle scopes, binoculars, and other optical products.  It used to be owned by Meade Instruments until January of 2008 when the brand was sold to Bushnell for $7.25 million in cash.  Meade Instruments also makes optical products such as telescopes and binoculars.
